Report vs software

Hello,
I'm new in this issue of reporting.
Can some one tell me if is it necessary the installation of Visual Studio
.NET in the PC of a end user so he can exctract dinamic reports?

would normally only need a web browser (internet explorer) to view, print
and export report data.
